Welcome to the 11th Annual Oil and Gas Convention 2026
The 11th Oil and Gas Convention (OGC), scheduled for 28th to 29th April 2026 at the Speke Resort Munyonyo , Uganda, marks a historic turning point in Uganda’s economic history. As the nation prepares for commercial production, the convention serves as the definitive platform for the transition from development to a multi-decade operational phase.
Organized by the Uganda Chamber of Energy and Minerals (UCEM), the Ministry of Energy and Mineral Development (MEMD), and the Uganda National Oil Company (UNOC), the convention will be held under the theme:
“First Oil: Fulfil the Promise, Forging the Future”
This event is the commercial launchpad for Uganda’s value-creation strategy, positioning the nation as an energy and industrial hub for East and Central Africa.
The convention reflects Uganda’s rapid progress in infrastructure, confirming the imminence of commercial production. The sectoral focus is shifting from construction risk toward the stable, long-term requirements of Operational and Asset Integrity Management services.
- Tilenga Project: Operated by TotalEnergies, the project involves drilling around 400 wells. As of late 2025, 152 wells have been drilled, including all 145 required for “First Oil”.
- Kingfisher Development: Overseen by CNOOC, the project has developed four oil fields and is at a 70% overall progress rate. By late 2025, it had completed nine production wells.
- EACOP: The 1,443-km pipeline linking Hoima to the Tanzanian port of Tanga has surpassed 71% completion, with major equipment deliveries ongoing.
- Kabalega International Airport: Now 96% complete, this $500 million facility is ready to serve as the primary logistics hub for heavy oil-sector cargo.

In 2026, the Oil and Gas Convention returns bigger and better. The conference will provide a unique platform for stakeholders involved in the Oil & Gas, and Renewable Energy sector to engage in high-level discussions, networking, and business-to-business meetings, ultimately promoting opportunities in the sourcing and development of a Sustainable Future. KEY AREAS OF DISCUSSION AND OPPORTUNITIES
The 2026 program is structured to unlock high-value opportunities across the entire value chain:
1. Operations Phase Excellence
With crude production targeted for 2026, the focus turns to Operational Expenditure (OPEX) expected to sustain production for 20 to 30 years. This includes contracts for pipeline integrity management, digitalization, and original equipment manufacturer maintenance services.
2. Uganda Refinery Project
The US $4 billion refinery project, with a 60,000 BPD capacity, is moving toward a Final Investment Decision (FID) targeted for July 2026. A key Implementation Agreement was signed in 2025 with UAE-based Alpha MBM Investments.
3. Kabalega Industrial Park (KIP)
Construction of the $390 million KIP is confirmed to begin in 2026. The 29.57KM2 hub has already identified 31 investors to participate in sectors including petrochemicals, fertilizers, and logistics.
4. Exploration and New Ventures:
● 3rd Licensing Round: The Ministry (MEMD) will formally launch the 3rd Petroleum
Exploration Licensing Round in the 2025/2026 fiscal year, offering new blocks in
the Albertine Graben and northern basins.
● Kasurubani: UNOC has launched a second seismic survey for the 1,285KM2 Kasurubani block to identify drillable prospects and expand Uganda’s resource
base.
